Also on the front end conversion what's involved in getting the steering (f100 column and power steering gearbox)connected to crown Vic

A '94 CV will have a 4.6L engine and a 4spd automatic overdrive transmission. If there's a throttle valve cable coming from the transmission up to the throttle body, the transmission is an AOD.
If the transmission has a wiring harness coming off of the side of it, it's an AODE.
The desired years for a CV front suspension swap are 2003-2011. 1994 is too early of a model to do the suspension swap. A 2003-2011 CV would have a 4R70W transmission but, that particular transmission would only be compatible with a 4.6L or 5.4L engine.
A 4R70W from a 3.8L Mustang, 4.2L F150 or a 5.0L Explorer would be compatible with a 302/5.0L engine or a 351W/5.8L engine.
