Crown Vic power rack question

The two hoses on the rack are held in place with a plate. The tubes are not tight when bolt in plate tightened down. Does this seal off or am I missing something? C/V IFS in 79 F100 project.

There's an O ring on the fittings. Did you install new hoses? Make sure the old o-ring wasn't left in the rack.

They do rotate & the O Ring seals it to the bore.
