re: emergency brake
The emergency brake setup starts at the pedal assembly inside the cab. There is a cable which runs from the pedal assembly to the halfway point of the truck underneath, where it hooks into an equalizer. There are then two cables which extend from the equalizer back to each rear wheel, entering through the rear side of the brake backing plate. Each cable hooks into the internal brake mechanism behind the drum.
I'd start first by having someone operate the e-brake inside the cab while you're underneath, watching the cable(s). Make sure they're not broke or out of adjustment. (There is adjustment for them at the equalizer.)

re: emergency brake
Here's a photo of the equalizer. There's a nut on that long bolt and that's what you use to adjust the brake cable tension. They stretch over time and that may be your problem. As long as you're down there, you might as well take it out and get it all cleaned up. It will improve your gas mileage and make your truck go faster too.
