torque on tie-rods

Have new center/drag-link, and tie-rods etc, no instructions..
What do I torque the tie-rod nuts, and the center-link nuts.?
The short tie-rod came with a "lipped" washer and a boot,, the long tie-rod came with a thick rubber grommet and a washer-- where does the washer go, between the grommet and the steering arm or between the tie-rod joint and the grommet.?
The center-link has a boot on the pitman arm end and a grommet on the tie-rod hole end----same question---placement of the washer.?
WHY does one end come with a grommet and the other end with a boot..??
Is one better than the other.?
