Took the axle out as someone had used silicone? to seal it and found an aluminum gasket under the cap which has deteriorated and broken. Is there somewhere I can buy these or can I make one using .030 gasket stock?

No, this is the 8 bolt cap that is part of each axle. It is furthest most cap - sticks out beyond the wheel.

Locking hubs, or drive flanges are what you are referring to. Caps doesn't really tell us what you're working on. Make your own gaskets or RTV works fine.
