fuel comes out of top of carb

i pointed it to the needle valve but it has a new one and even has a new washer,,,not rusted, maybe the wrong one? are they the same

Even new float needles, etc can get stuck open. All it takes is a small piece of dirt, rust, etc..
You'll have to tear it apart again to see what the deal is. Probably a speck of rust keeping the
needle from seating tight.
