Gas Tank Help

I am in the process of reinstalling my aux gas tank on my truck, there is a white cotton strap attached to part 9053 in the image attachment. This white cotton strap protects the aux gas tank as a cushion between the tank and part 9053. I was wondering what others who have fixed up their tank system have used to replace the white cotton strap? I was also wondering if there is supposed to be any other cushion material on any other places on the aux gas tank set up?

I've used strips of roofing felt / tar paper
my thinking is , it won't hold water.
