I Have a 1966 428 in a jet boat that runs 4000 rpm's at WOT. Want 4300 rpm's. Any suggestions for an rv. cam. Is 282/292 do-able?

Go download Comp Cam's CamQuest program. Put in your engine specs at it'll show you the Hp/Tq possibilities with the specs they have available on their cams. Doesn't mean you have to buy theirs but shows you the effects of the various lifts/durations they carry and other components such as springs, etc.

We will probably need more info on your setup...intake, carb and heads. Is the engine a standard rotation or reverse rotation? Yes, that's a thing.
