The plate angle works with the throttle opening so it doesn't run too rich or lean when choked. You should be able to back off the throttle screw so the plate can be held further open when the choke is off. You will just need to pull the choke further for full choke. Takes some tinkering to get 'right'.

Man, this fella is getting me frustrated
Tinkering is right word here. Is it my understating the choke butterfly moves with the throttle even after its warm?

I was looking at your photos and compared to mine - now that we aren't below zero and I could go out and look -everything is there that's supposed to be there so like was said its just a matter of tinkering now. By looking at the photos I see the choke knob on the dash is all the way in but the butterfly on the carb isn't all the way open - if that's the case the first place to start is with the knob all the way in loosen the screw on the cable and open the butterfly completely vertical and retighten the screw - that will give it full open/shut travel on it. See if that helps and if so we'll get on to the fast idle screw adjustment! It took me about 2 hours to get mine exactly where I wanted it and then had to redo it when I rebushed the carb shaft so how much wear you have also will affect adjustment........post up if that helps and we'll go from there........

I am sorry I never followed up on this thread. I went ahead a bought a new holly 2 barrel manual choke set up and I’m a happy guy. Starts right up and runs beautiful.
Thank you for all the help.
