Head Bolt Placement: Long vs Short?

Okay, it's time to install the hads on my 352 rebuild. I'm using the yellow "Big-Block Fords" book. It mentions long vs short bolts for the heads, but it doesn't say where they go. I found one reference on Google that said the top row uses the long, and the bottom row uses the short, but I figured I'd run it by the pros. Anyone know for sure?
