Brake Wear

My rear brake shoes don't seem to wear evenly. The shoes on the passenger side are smooth where they push against the drum from the top to about 2/3 of the way down. The bottom 1/3 feels rough like it's not touching the drum at all. The drivers side is the same except only about the bottom 1/4 of the shoes are rough.
Also, the passenger side wheel is dragging in one spot when I try adjusting the brakes. When I turn it about an inch or so, it frees up and free wheels until it reaches the same spot again. So I'm not real sure where to set the brake adjustment.
I even took the brakes apart and put them back together again to be sure they were installed and seated right.
Would this be a drum or shoe problem ?

New drums, turned drums or worn drums?

Here's my take - If the drums are not new or not turned properly, that could explain the dragging spot.

As far as the shoes not contacting the drums fully, NORMALLY, that is a shoe problem and the shoes need to be trued - otherwise known as arced or arcing the shoes. At least, that's what I've read. But, that assumes the braking surface of the drums is round.

I think I would start by making sure the drums were right. Then, I'd worry about the shoe contact issue.
