borg warner overdrive damn it all!

k so this trans is in my 58 rambler, but i am a bump owner and this trans was used in our bumps as well so maybe someone has dealt with this before. The car feels like its stuck on overdrive when i try to take off in first. It takes a ton of RPM to get it to move and will do like 40mph. Then in second its fine, third is real close to second and from there is will shift into overdrive via switch on the dash and letting up on the gas. But has anyone else ever experienced one of these trannys not going all they way back down into 1st. Even with the cable pulled out it should pull away in first just fine and it wont hardly move its self. And if im unlucky enough to have to stop with a little incline im totally screwed! Ive checked all the brakes and nothing is sticking, drained and refilled all the fluids. Solenoid is working ok. What gives?
