when i hear of hi rise intakes the visual is simple. a solid piece of aluminum with a carb on it. but today i was asked a question about the ones that are vented, or have the notches cut into them. since the top of the block has the oil valley and these type of intakes are open under them, what keeps the oil in and dirt out of the oil valley?

You mean like an Edelbrock Air Gap?

They have a valley pan cast into them:
