How do you remove the tailgate panel outside(with the trim) what kind of screws hold it in? I thought they were phillips heads but they don't seem to be.

Mike: I'm sure you're working on the tailgate I sold you. The rear panel on that tailgate IS held on with small Phillips-head screws. A while back I decided to pull that rear cover off and see what the sheetmetal looked like under it, but only got a couple of the screws out. Several of them were in solid enough that the screwdriver ended up screwing up (no pun intended) the heads of the screws, so I gave up. You'll have to drill the rest of them out. However, be very careful, so you don't mess up the holes they screw into. Here's a shot of the backside of one of those panels, so you have an idea:
