And again make sure you vacuum to it!!

And not through a long rubber hose. Short hose (a few inches) from manifold to metal line to short hose (a few inches) to modulator.

The modulator may simply need to adjusted the have a screw in the end of them to adjust the vacuum.
If at first you don't succeed. Get another beer.
